Yes, in the recent research of Quartz, the Android devices have been collecting and share the location data of the user, even if he/she has deliberately turned off the location services.
Even you haven’t inserted the SIM card or not have any app that uses the location service still via Wifi internet the Android software gathers the data of your current location and send it back to Google.
Quartz research claimed that since the beginning of 2017, the Android smartphones have been collecting the addresses of nearby cellular towers and ruled over the consumer expectation of privacy.
According to the Google’s spokesperson that the Google uses to manage the push notification and messages of Android smartphone which includes the cell tower addresses from last 11 months. But we never used or stored this information.
He has also assured, the Cell ID info helps to improve the speed and performance of message delivery and the data will never sync into their systems and immediately discarded.
